241fe7a319 Overhauled mute system. 
Improved timed muting.
Added new arg parser for mute duration.
Fixed cooldown overflow issue.
Fixed timed mutes not expiring properly issue.
Updated data file format to properly use yml formatting.
Properly sync timed mutes over BungeeCord.

4d02222815 Added additional delay for sync on first player joining after boot up.
